Rs 15 crore per school plan: Telangana prepares blueprint for public schools

Hyderabad, February,28,2026: The Telangana government is preparing a detailed blueprint to establish Telangana Public Schools across the state, with each school estimated to cost Rs 15 crore.

The plan was discussed during a review meeting held on Thursday, where Chief Minister A Revanth Reddy announced that 100 public schools will be set up from the coming academic year.

The proposal is based on recommendations submitted by the Telangana Education Commission. The Commission outlined a two-phase implementation strategy aimed at statewide coverage and long-term expansion.

As part of a pilot initiative, four schools have already been identified and developed. Two schools are located in Rangareddy district at Manchal and Artula, while two others are in Nagarkurnool district at Vangoor and Polkampally.

These pilot schools offer education from Nursery to Class XII. The Commission recently submitted its policy document titled Education Policy for Telangana 2026 Vision for Inclusive Excellence to the Chief Minister.

The document includes 12 chapters, one of which focuses on Telangana Public Schools. It outlines the school model, design approach, major features, expected outcomes, and financial planning.

According to a Commission member, the rollout will take place in two phases. The first phase, scheduled between 2026 and 2028, will see two schools established in each mandal.

The second phase will involve setting up additional schools based on population requirements.

Each school will be constructed at an average capital cost of Rs 15 crore. Five buses will be provided per school and operated by local entrepreneurs under a financing model that includes subsidy and loan support.

An annual recurring expenditure of Rs 1.1 crore per school has been proposed to provide breakfast, lunch, and evening snacks to students from pre-primary to intermediate levels.

Once fully implemented across all 632 mandals, the network is expected to serve around 33 lakh students. The Commission estimates that this could ease financial and logistical pressures on more than 65 lakh parents.

The policy also proposes Telangana Foundational Schools in the future to strengthen early childhood education by covering Nursery to Class II.

Meanwhile, the Telangana Recognised School Managements Association has submitted its feedback to the Education department. The association said private schools should be treated as partners and raised concerns over uniform infrastructure norms.

Further steps on implementation are expected following government review of the Commission’s recommendations.
