Telangana has begun statewide implementation of a paperless system for the submission and processing of government bills through the Integrated Financial Management and Information System (IFMIS). The new system requires Drawing and Disbursing Officers (DDOs) to submit bills online instead of physically presenting them at treasuries and Pay and Accounts offices.
The Finance Department has directed DDOs across the State to use the online system for government bill transactions. Finance Principal Secretary Sandeep Kumar Sultania is the senior official heading the department, according to the Telangana government’s official portal.
DDOs to Submit Bills Online
Under the new process, DDOs will have to upload bills through the IFMIS platform along with the required supporting documents. Relevant certificates and other documents must be scanned and uploaded, with digital signatures used for authentication.
The move eliminates the need for DDOs to physically carry bills to treasuries, Pay and Accounts offices and the Twin Cities Pay and Accounts Office for submission. The Telangana government already operates IFMIS as a unified platform for managing government financial transactions and related records.
Bill Tracking to Become Easier
The paperless system is intended to make government financial transactions more transparent and improve the efficiency of bill processing. Officials expect online submission to reduce delays in processing and make it easier for departments to track the status of bills.
The directions apply to concerned officials in government departments, Heads of Departments, Secretariat departments, treasuries, Pay and Accounts offices, Works Accounts, State Audit and other related financial authorities.
Employee Details Also Being Updated
Separately, the Finance Department has also been working on updating details of government employees, pensioners and their family members through the relevant online systems. DDOs have been given access to employee information through the Employee Master module to update required details.
The IFMIS portal is an official Telangana Finance Department platform designed to support government financial management, financial transaction records and related services. The National Government Services Portal also lists Telangana IFMIS as a fully online government service.
With the statewide rollout of paperless bill submission, government departments will increasingly rely on digital documentation, authentication and online tracking for routine financial transactions.
