Telangana R&B Row Raises Questions Over Retired Officials’ Extensions and Departmental Administration

Questions over the continuation of retired officials in key responsibilities have come into focus in Telangana’s Roads and Buildings (R&B) Department, amid concerns about project delays, temporary work arrangements and the functioning of the engineering administration.

The issue has gained attention following reports that the state government is examining the continuation of retired officials on service extensions and other arrangements. The concerns reportedly include delays in major infrastructure projects and the absence of regular promotions for serving engineering officers.

According to the reports, some officials who have retired from service are continuing to handle important responsibilities through extensions or other arrangements. Critics within the department have questioned whether such arrangements should continue when regular officers are available to take charge. The allegations, however, would require confirmation through official government orders or departmental statements.

The reports also point to dissatisfaction over the temporary working arrangements for serving engineers. Officers handling responsibilities at higher levels are reportedly continuing to receive the pay associated with their substantive posts, rather than the higher-level positions they are functioning in. This has reportedly contributed to concerns over promotions, career progression and morale among regular engineering staff.

Minister for Roads and Buildings Komatireddy Venkat Reddy has reportedly expressed dissatisfaction over delays and lack of progress in certain projects during departmental reviews. Projects such as the Telangana High Court building and major hospital infrastructure have been cited in discussions about the need for faster execution and stronger administrative accountability.

Another concern raised in the reports relates to internal differences within the department and allegations that some officers face pressure through transfers, memos and other administrative measures. Claims that officials are being targeted or that failures are being shifted onto individual officers have not been independently established through official records.

The wider issue also raises questions about administrative practices in other Telangana government departments, including Panchayat Raj and Rural Development. The official Telangana government portal currently lists the department’s Secretary, heads of engineering wings and other senior officials, indicating that the department has a defined regular administrative structure. 0 However, there is no verified official material presently available establishing that a large number of retired officials are controlling the department or that the government has decided to remove them.

For now, any decision to cancel extensions or replace retired officials with regular officers would have to be confirmed through formal government orders. The issue is likely to remain under scrutiny as the government reviews departmental performance, project execution and the promotion structure for serving engineers.
